With what they had there, Smoke commissioned Starkiller base and the Supremacy, with the novelization stating they can make 100 starkillers and more ships like the Supremacy. So Serkis quote about limitless resources makes sense in that manner. Snoke took over Sidious' contingency plan because he's not smart enough or creative enough to do anything on his own. Snoke is a hand me down, poor man's Sidious. It must drive Snoke fans nuts that there was so much mystery surrounding his character and then he gets outsmarted and killed by his own padawan in the second movie, lol.

Yeah I never understood the appeal to the character of Snoke. So many Star Wars came up with so many theories that ranged from reasonable (Darth Plaguies) to just off the wall (He is the Dark side made manifest) all so he could surpass Palpatine and be some crazy God of the Dark side.
He's literally just an uglier and taller Palpatine, nothing about him is all that interesting. If anything he should have been the Kylo Ren to Palpatines Vader. Maybe some random loyalist Palpatine kept around who worshipped him and now is trying to emulate him. Considering how he was killed off this make hella sense.

Who cares what movie he is in? Second movie or third movie that has no bearing on who is more powerful. Snoke had a very long life he wasn’t killed at the age of 13. We aren’t privy to the finer details of his life so quit ignoring the obvious facts of him being powerful, possessing knowledge Sidious sought, overtook Sidious’ plans, and assumed control of the First Order and began to beat the galaxy into submission. Rather impressive.
