It sounds like both the Snoke AND Kylo issues are going to focus mainly on Kylo's training/story. Seems redundant.
I'd rather one issue focused on Kylo's training under Snoke, and the other issue give us some backstory on one them -- either something on Snoke's rise to power, or Kylo's time with Luke as a Jedi.

I think it was just that particular setting/circumstance, as Palpatine was making Vader subservient to Governor Ahr in order to teach him a lesson. Same basic thing he did when he made Vader serve Tagge in the wake of the first Death Star's destruction.
It is now well-established that the *only* beings who ever properly outranked Vader on a day-to-day basis were Palpatine himself(duh) and Tarkin.
