I don't think so. Here he has his HF and relies on it during a fight because he knows he will win, maybe even faster if he goes full offense and 0 defense. Without his HF he would adapt and fight differently.

Wolverine, since he'd either die from the Adamantium poisoning or by cutting his radial artery when erecting his claws.

HFless Logan took out ninjas just fine, his damage soak is still beastly, comparable to that of the Punisher.

And, of course, he has showings when they failed to tag him even once.
