The point of a meme is to make someone laugh. Yes I'll admit that some people do steal other people's meme, and that makes it just lazy humor. But if you are creative/smart enough, it can be a very well constructed joke. So it all depends on the situation.

Lol I remember when Mind of Mencia was on and people thought the guy was funny. The video where Joe Rogan calls him out for joke stealing is hilarious though.
