Well, I certainly think the Joker's best qualities are his over the topness and his ability to liven up certain plots. If people like that about Joker I get it, the best incarnations of the character (such as the one in Btas) play on that strongly.

I don't think the basis for the Joker character are particularly good as the idea that he's chaotic and evil at the same time feels terribly artificial. But writers siimply refuse to do an effort to write that difficult balancing act under the blanket excuse "he's crazy". Pure concept characters like Joker or Superman cannot be turned and twisted randomly hoping good plots just happen, they need to be written pretty deliberatedly. And Joker really doesn't interact with others besides antagonizing which really limits his scope.

Also I can't state this enough: his visuals are top notch and he is really a visual media beast in that regard.

Superman has drank in the past, but his powers mean he doesn't get drunk. DC will tell you he doesn't drink beer or any kind of alcohol, but iirc he has at least once or twice.

^ Superman drinks milk all the damn time, not because he enjoys it or wants to, but because he is lactose intolerant and Lois can't imagine sex without hardcore scat in the worst possible ways involved.
