Problem with Doom is that he can either be Marvel's ultimate villain or a free punching bag for any flavor of the week character.

As far as I'm concerned, I consider the Celestial tech as primary a durability amp and tech interface [technopathy as a combo of T-VO and Celestial tech] -- most of the other stuff I attribute to 'pure' Apoc [I.e. his psionic and TK abilities and obviously his shapeshifting uses]. Even some of the uses of Celestial tech uses is derived from Apoc's own natural abilities:
Apocalypse's shapeshifting [i.e. non-Celestial tech] is fueled by extra-dimensional energy source [i.e. similar to Thanos if we take his Odin conversation]:
You might think the energy stuff that might make it a bit complicated -- blasts, forcefields, etc.
But.
His shapeshifting is not a "Mr. Fantastic" type of shapeshifting. It is defined as him giving himself virtually any powers:
So all of the various uses of power [TK, TP, energy projection/control/forcefields etc.] can easily be attributed to him just giving himself those abilities. Same as his adaptability to the T-VO, to viruses, self-healing etc. We've seen him shapeshift his body to shoot blasts [or machine guns, lol] so again -- quite different from Reed and whatnot. It's essentially a body reconfiguration to do, well, close to anything.
The one thing I'd attribute to celestial tech [besides amped durability and technopathy] is teleportation. Though that is an ability that is sometimes forgotten [I'm looking at Apoc vs Dracula].
So in essence to answer your question -- if you remove enhanced durability/armor [and you're just left with an undefined durability but self-regeneration and shapeshifting, effectively not even needing it] and technopathy [which in most fights is not really relevant], well, you're still left with kind of the same Apoc. Just naked. Which might be even scarier.

Btw, Apoc switched from his armor to vestments in X-Force and was still perfectly capable of shooting energy blasts.
However, there is no way of knowing for certain how much the tech has changed him. It's been an integral part of the character in the vast majority of appearances and, as you said, his starting base level doesn't tell us much - even mutants with relatively simple powersets can improve dramatically.

Agreed, Phil did a good job proving Pocky is nothing but a garden variety super villian who is nothing special. He's no Darkseid, Thanos, or especially Doom thats for sure.
