Dark made a lot of assumptions. Until we get clarity on any of that, the scene is as is. If I said he was defenseless then I didn't mean that. He saw the punch coming and had time to react. His heat vision wasn't going bonkers during the punch. Hey, I'm not throwing what I saw on you. You can take the scene any way you want. I know if Hulk in one panel was shooting out gamma blast and then he gained control of his killing technique and saw a punch from Abomination coming right at him, I wouldn't say Hulk was weakened, lol. Especially with no proof.
Some people shouldn’t for any opinions on their own and just listen to what they are told.

The only thing that comes to mind is when he was incorporeal after Jean yanked him out of Cyclops's head. He didn't last long though, as Cable got rid of him iirc.
There are flashbacks or the occasional story where he's "woken too early" or something, but I don't recall him being in a form in the 90s when he wasn't his celestially powered self. Even during Onslaught he didn't seem to be all weak or anything (that I recall), just shadowy.

That series briefly explored the origin of Apocalypse... one could argue that's the best we've got when you want to argue his "base" power level... but we also need to consider how mutants' true potential (or significant part of said potential) can take a long time to manifest.
So, I want to say that we're pretty clueless and we're likely to remain such... unless Phil stops pleasuring himself to Superman's and Magneto's posters in his bedroom for one moment and decides to share his thoughts on the subject, perhaps?
