Who is the "creator"supposed to be Galan? He bears no resemblance to Alan Moore - who would be disgusted, were he used. Meta, I mean, meant to upset Moore maybe?

No clue, but they sort of went the "Earth-Prime" route with him, which is why I'm somewhat interested.

Apparently he's an author of the Miracleman issues within the fictional multiverse. He was able to become his own idealized version of Miracleman by reciting the word "Kimota"... We learned a little bit about the wish-granting abilities of that phrase earlier in the issue:

But even though he's an in-universe author, he still believes that his actions are controlled/guided by an outside force(likely the "real" authors of the actual stories.)

I think I get it.

Alan Moore is basically being accused of being an ideological shill. The "outside force' are leftist thought leaders.

Kind of an unfair accusation when Mark Millar exists and is way more ideological.
