Because of the first instance we know he wqs depowered in the first 2 issues up to that point.
When he hitched a ride with the dolphins he was able to absorb sun light from stars during his commute.
Then finally near the end, he chases the dolphins and uses up his power. So he’s depowered again.

Alvaro's Battleboard was a such a blast to post on, even got to talk to Walter Simonson there, I simply was not prepared for Pendaran and his gaggle of continuity police. And their pet mod The Watcher who always always ALWAYS came down on Pendy's side.
Do you know that was my first ban, because of him? This same Pendy actually spun a legitimate mistake from another very good and very honest postet as a "lie". When I baited another poster about whether a GL is planetary when I knew damn well there were feats that prove they are, Pendy comes in and spouts that feat, so I explain I KNEW it but wanted to see if the OTHER GUY could back up his claims. You know, like Darksaint does to Carver all the damned time here.
Guess that was a bannable offense, whodathunkit.
Personally I think The Watcher and Pendaran are both the site owner, partly because of Pendy's and Watchers cozy relationship, and because all of Pendaran's arsehole friends were banned in a great purge on flimsy pretexts along with about 75% of posters, yet Pendaran himself stayed on untouched. The site owner was making a push for the mainstream audience's at the time, posing as a poster or mod is a perfectly logical tactic when your goal is the brass ring.
