It's like Leo and me were saying a while back, at least some degree of enhanced mental speed/reflexes seem to be in play with Psychics. They may not be speedsters themselves, but somehow their brains work faster. Doesn't really make logical sense and it's definitely not always written to be the case, but it's a thing.

And it's s true in both companies, it's just a little more prominent in Marvel because DC prefers to give people genuine super speed.

I get the general point that you and Leo were arguing for but I don't think you can use Psylocke as a case example for psychics generally.
I personally view it as a "Force-users' precognition" situation.
Does Force-users' precognition help them to some degrees to counter other characters' speed? Yes
But is Force-users' precognition the "automate win" in terms of against speed? Not ncessarily. Since there are other factors play in here. Like certain characters' speed, or skills etc
All in all, I think it comes down to individually examine each case
