Even though the IG-wielder 'only' controls a single universe, they are [almost] supremely powerful within said universe(to the point where they can contend with bonafide multiversal beings, like God Emperor Doom.) Perhaps the same logic also applies to Hadad? ie. he doesn't have multiversal scope(IOW, he can't obliterate infinite universes with a gesture), but he's basically "God" in any individual universe he steps-into.
