I would assume that only means Endless lives at Spheres of God but they operate on a much higher existence, after all they are the primal concepts of the dc omniverse

The Map just shows us where Dream's domain is situated within the multiverse, but that doesn't mean Dream himself is limited to that plane of existence... Especially when Destiny is explicity shown residing over ALL realms of the multiverse, and is essentially a bridge between the multiverse and the Source/Overvoid.

Same thing as Heaven, really. That is where the Presence chooses to house the Voice/Word, but the Presence himself is obviously not confined to that realm.
