Both Snyder and Morrison acknowledge other multiverses. Morrison introduces with the Empty Hand, while Snyder hinted of other Perpetua like beings who have created other multiverse.

He’s like the only powered marvel character I can think of that’s never gotten a strength boost that’s lasted. Even his ultimate universe version is stronger than 616 Ben.

I'm of the opinion that right now, nobody at Marvel can, or at least is willing to, write a good Cyclops (in terms of characterisation/dialogue at least). And even if they wanted to, editorial would probably be up their ass about it.
