I dont think that's what it means. He does have the powers of Superman. Heat vision, ice breath, etc, etc... he is just a more powerful version. Zod have the powers of Superman as well.
IOW, Prime is essentially Superman without a moral compass inhibiting him... So a mentally unleashed/no holds barred Superman(ala OWAW, for example) seems like a perfectly fitting analogy. 🙂

Hmmm I didn't think that meant they were equal power wise
Prime still has some advantages over Superman -- namely his nigh-immunity to magic, which will undoubtedly play a huge part in his battle with the Shazam family.
But in terms of raw power and whatnot, Johns seems to be directly likening him to Superman there. The only difference being that Prime doesn't neuter his powers with morality, like Superman does.
When Johns means 'Superman's powers without holding back', he generally doesn't mean "Super-strength like Superman but on Luke Cage's level".
Case in point:
Nrama: The Black Adam fight with Ultraman is being billed as "what would happen if Superman fought Shazam." But would that fight be different?Johns: Ultraman doesn't have any weakness to magic.
Nrama: It seems like he doesn't hold back, either.
Johns: No, he doesn't. And we're going to learn more about Ultraman and his powers, and his limitations. We've seen a little bit of it, like obviously sunlight takes his powers away, and Kryptonite enhances them. So we're going to be playing with that some more.
But Ultraman is definitely the leader of the Syndicate, and he's a character that Luthor is going to go up against at some point, and we'll see that fight — a Superman who wouldn't hold back against a Lex Luthor who's fighting for everything.

True.
Tbh I have always liked the idea of prime simply being stronger.
Exactly, what?
Johns is directly comparing Prime's power to Superman's there:
"Superboy Prime has the powers of Superman..."
Again, the *only* distinction he makes is that Prime's powers aren't neutered by a moral compass, like Superman's are. Hence the last portion of his statement:
"and none of his heroic morality."

I'm not exactly an expert on Supes...my interpretation however was that Prime is stronger than mainstream supes not due to morality but something unique to him. Galan makes a valid point (especially given recent events). It will be interesting to see where he goes next.
