Goku is not a Universe buster. All he did in his fight with Beerus was to contribute half of the energy, and that energy wasn’t an outright Universal blast. It became a Universal threat through the momentum it was gaining as it travel away from Goku and Beerus.

Of course the shockwave was the feat. It only became Universal as it move away from the epicenter.
It acted exactly like a wave. When a wave hits, the beginning is nothing, but as it moves away, it gains power and momentum, and it becomes what it is.

Its a universal PLUS ft. The attack was also threatening other dimensions as well. Goku is a Universal plus being.
