I still don't understand why Thor has the OF.
He exhibits no enhanced power without the PC. It should be retconned to only be a small fraction, which explains why he has extra control of Mjolnir, and can humble Galactus, but can't shoot energy beams, teleport, or do anything else, and he and Bill can still have a somewhat competitive, but one-sided fight. Aka Thor from JMS' run.

True, he also easily blocked and redirected Galactus' power. But that could easily be shrugged off as Mjolnir being OP.It's done similarly impressive stuff before. It's not necessarily a reflection of Thor's power level.

I mean he factored in all the power those amps would give him, and he factored in how OP Mjolnir is because of how bad it beat Gerlacktus, so we have to just accept he knew what he was doing, but why did he have Thor struggle with Bill while having the Odin Force if he knew how strong to make him? Look for clues next issue when Thor takes on Ulic and the Minotaur in an epic fight, and then half dead Thor from that fight one shots a Celestial Host the issue after.
The only time any of this is going to be adressed as an explicit powerup far beyond his normal range is when Cates brings it out to job cosmics. Even if the form appears again, it's going to just be treated as a slight herald amp to another hero, whereas his normal form for all intents and purposes will be treated as basically normal Thor job form much to your chagrin. Well, Cates probably won't outright job him, but he also won't have him written to "King Thor" levels either even when he confirms his power. Surfer might also give him hell seeing as that's another Cates wank character besides Thanos. I was going to say Hulk vs Thor, but I don't think he likes Hulk either so you might be safe there.
Or Cates just writes this mega powerful Thor and every other comic relentlessly shits on him. I'm not sure you're going to like either option but pondering the ramifications and implications like you're dissecting Morrison isn't going to solve anything. Might as well be a keen observer for Bendis. Do some wine swishes and sniffs with your watermarked "readcomicsonline" scans you saved to find out where he came up with such exquisite dialogue and backstory imo. Yes the feats are alright but I'm really more into getting into the headspace of this "Donald Cates the 4th" to give me a sense of his concupiscence for layering stories and his acumen for pacing. Yes, I do say he may be the most stupendous and byzantine author I've read in a Coon's age! We shall study his work for decades to come, and centuries past!

I like my story where he retcons Thor having no OF at all. The only one who really gets shit on in this scenario is Galactus, but I'm okay with that sacrifice.

I never saw any narration that said he had any portion of the of and Odin isn't dead
