What ways will he stop the Hulk? Matter Manipulation doesn't work. He can't create anything that will hold Hulk down. Blasting him sure won't work. Punching Hulk will get him killed. His only option is bfr and I dont know if that is off or on since I happily have Phil on ignore.

There are other ways they could conceivably win, but those would be the easiest.
