Apparently, his intent was self-enrichment. He chose to scapegoat a group that people would plausibly believe was responsible. They were a means to an end, not the end in-and-of themselves. It is shitty regardless, but not the sort of targeted persecution you are making it out to be.
If he had staged some sort of fake robbery or assualt that wasn't designed to stoke racial and political tensions in order to further his career, that would be a different story.
The fraud is bad enough but the fact that he was seemingly willing to risk a good amount of polarization and potential collateral damage is what makes this more atrocious than that. It's similar to the difference between a normal violent crime and a hate crime. It's not just the hate the perpetrators feel that makes it worse... It's the clear message of hate and intimidation that it sends to society at large.
It would be sort of like someone engaging in terrorism that pushed a certain ideological agenda not because of a genuine belief in said ideology but in a more pragmatic attempt at seizing power or influence... Every bit as nefarious and potentially destabilizing as a dyed in the wool believer carrying out the same actions. It's ultimately the message the act is designed to convey that is the most troubling element of these sorts of tactics, besides the direct destruction and loss of life involved.

Yeah, I have no problem with a legitimate mental self-harmer getting the professional help he/she needs instead of just throwing them in prison.
