And the WH has hardly said anything affirmative about the report other than "no collusion" so there's really nothing to contradict. Congress is supposed to weigh in on obstruction and they can't do so without being privy to the full range of evidence.
It is likely they will issue a subpoena and if he doesn't answer that then this will go to court.
Congress can't do its job of checks and balances without the report and Barr's already hinted that if a subpoena goes out for it, it will be redacted to to uselessness.
For almost 2years Trumpers said the report needed to be released in full. Now it's "we don't need to see it." Too funny, but 100% expected.
