I think Biden in 2020 will be akin to Jeb Bush in 2016: a generally unlikable and unremarkable establishment candidate who seems like the sure bet, but will be outshined by others who are more passionate about one thing or another.

That's a fair enough assessment, but I think a lot of people will want Biden due to the belief that he can beat Trump. As I said, what I feel right now, that could very well change when people start campaigning hard and we get into the debates.
