Is this some rule I’ve never heard of? They can project states wherever they want and use historical context to predict that it’s overwhelmingly unlikely that the recount will matter.
Also probably has to do with the fact that the state no longer matters. Same reason they called North Carolina. When a state could get the candidate over 270 it receives extra scrutiny, hence why it took them so long to call Nevada and Pennsylvania when the outcomes of both states we’re pretty clear days in advance.
Could also be the fact that most of these outlets hire independent decision desks to make the calls for them. Maybe last night was the final night of their contract with them and on the way out they called the last two states.

Then of course there is the issue of a massive amount of new votes being allowed in to be counted even though they were received after the deadline and the election workers then threw them in with the legitimate votes which makes it almost imposible to sort them out.
