Trump can only pardon people of federal crimes. He, his family, and members of his administration are being investigated in many different state jurisdictions, in particular, the Southern District of New York, where he maintains a residence. I am pretty sure Florida will extradite them to New York, as will every other state. There really is not place for them in the U.S. that is safe from prosecution.
