My bet would be on the latter by about 99%.
It's a lot easier to think this was the fault of a bunch of scary teenage hackers than the fact that the most powerful political party in the world is so terrible as to f*ck up an extremely important election. It also nicely distracts from the fact that their rank and file party leaders are not the front runners from getting elected.
Yet another bungle from the Democratic Propaganda Machine. They keep making the wrong choices.
Here is my expert opinion: there is absolute NO way that a software company did not account for load testing of their application that would require the flow of tens of thousands of entries into tables. This would be the basics of basics of basics for a software solution like this. With the heat from the Russian hacking fearmongering, there's also no way that they'd NOT account for a DDoS or table entry manipulation. Not unless, of course, they knew there was no Russian Hacking threat to begin with... 😐
