There is a problem with your statement...you are using slow-motion as the only parameter to indicate super-reflexes, which isn't the case.
For instance, many MCU super-heroes have super-reflexes, despite the fact that their fighting sequences aren't in slow motion.
Take Thor for instance, in his fight with the Destroyer we see him blocking energy blasts with Mjolnir. The fighting scene isn't in slow motion, yet the scene does imply very good reflexes from Thor.

There is zero problem with my statement, the use of slow-mo while everyone else was practically still was to illustrate that Flash and Superman can fight at speeds that make everyone else appear to be statue-like. That was the purpose of those SFX and that scene.

Usain Bolt can run much faster than say either Sugar Ray Leonard or Roy Jones Jr.; that doesn't mean he can punch and fight faster than either man who are regarded as two of the fastest boxers in boxing history.

Mr. Mayweather can punch at a speed of 2m/s, his top speed is of 1m/s. Usain Bolt can travel at a speed of 2m/s and hit at a speed of 1.5m/s. Both have an arm of length 0.5m and have to hit a target that is 4m away.
Who is going to hit the target first? (You don't really need to do calculations, it's pretty obvious)
