For me the incel phenomena as described seems to be about males not picking up social queues and becoming a social failure (which includes their interaction with women). If you want to affect the statistics you should give them a social/affictive referent. Incel killers make for a tiny part of the incel statistics, the violent anti-social behaviours you want to correct are different in nature.

The biggest cultural differnce from then and now is social media and the proliferation of dating apps. I have no doubt that this is the reason as oppose to just feminism or forum culture and online porn (which existed sometime before that 2002 onwards). If you compare the tinder results from an average plain jane to a relatively good looking guy, it's pretty staggering to see the difference.
