So Batman and Hal cuts his legs off, Black Lightning can jump on him and fry his brain, Black Canary can ALSO run up and jump on him, then scream into his ear....because he wanted all of that to happen? They did all this before he could react - unless you're arguing he's so stupid he will literally lie there and let his legs get chainsawed off lmao.
Why does WW get a speed feat, and Batman/Black Canary/Hal/Black Lightning not get speed feats? Why are you not arguing that they all blitzed a Flash-level character? You can't cherry pick and choose. Yes, he was tied up, but he can still fight back (we see him take on Atom's powers and shrink out of it). Yet, he didn't when they were screaming in his ear and chopping his legs off. He couldn't even complete his mental words.

She gets the ft because it was literally mentioned that speed is what helped her do what she did.
He didn't seem to want that to happen since he dodged Superman heat visioning his electronic brains out. He was literally in an attack stance before she blitzed him. He didn't even see her move until he was gift wrapped.
