He claimed the president has no right to carry aggression against Iran without congressional approval.

The president has authority to direct the military for up to 90 days. An act of war requires congressional approval, but a president can certainly direct the military in acts of aggression.

Biden's just confused because when he was VP his president was eating shit from the Republican party for doing something quite similar to what Trump did.
