That's not the same for Dc. infact long before ultimates it's been shown that SOT>FTL

There's actually a scan floating around with Flash and Grodd saying that thought is faster than light too. It's an error that pops up for both companies from time to time.

This is false as nearly all humans cannot react to being punched in the face (even very skilled fighters).

Also if thought was FTL then beings would view everything in nearly frozen motion.

Lastly, you have activation speed (the speed in which a power or movement is activated once initiated in the brain). For example, Surfer pointing his hand to blast suddenly wills the blast from his brain. The process could take 0.1 seconds before the blast is released.
