Hell is Heaven's opposite/reflection/antithesis. When Lucifer was first cast there it was just an endless void... But once Lucifer expressed his will there, he warped it into the proper Hell we saw in the comics.

Wait, Lucifer created Hell? I thought Hell was already there when the Presence cast him there and he just took over ruling it? 😕

The endless realm that became Hell was already there, yes. But once the Presence cast Lucifer there, he expressed his will and transformed said realm into the Hell we all know and love:
