There is a good case for Thanos due there being over 14 million ways he won. That's a lot of ways.I'm unsure if anyone else, from the big screen, comes anywhere close to this effective. He was effective in pretty much all possibly scenarios except one where it was still a partial loss.
But the math, Thanos is by far the most effective at his plan execution. He is inevitable. It's hard to argue against it.
Ozymandias bested a god who had godlike powers, however. He can be a distant second.
