If he consistently operates at level 1000, for example, his average CANNOT be 1,000..... because he has low showings where he's at level 5 (failing to hurt Spiderman).
His average is now LOWER than 1,000. Because you've opened him up to other low showings. This thread SPECIFICALLY uses AVERAGE Galactus.
