According to my coworkers and employees in Texas: Texas is not reopened as of today, May 16th. So I went and looked to see why they say Texas is still strict as f*ck but you're saying the opposite.
And according to this site, almost nothing has changed in Texas with their restrictions lasting through August 1st:

Also, if you take a look at the data, they had a massive spike in testing, as well - today was a "special" day where lots of stats were added to the pool and not specifically an extra deadly day. Additionally, it wasn't the largest number of deaths in a single day.

Also, Oklahoma started to open back up as of April 24th. We are further along in our reopening than Texas. Today, we experienced 1 death. We are testing people by the thousands every day, sometimes over 10,000.

Not really. It doesn't matter if they are not testing very readily if their absolute deaths have dropped. It means that despite the "pandemic", deaths for any cause are down.
