Yes and he was very specific about the damages it causes.
He also said that it should only be used as a last resort to buy you time because of how deadly that method is.

Not just that, but Tedros said:
"We need to reach a sustainable situation where we have adequate control of this virus without shutting down our lives entirely, or lurching from lockdown to lockdown — which has a hugely detrimental impact on societies..."
But I would take it a step further than both of them and say that unless you're an isolated island with a small population, lockdowns are never effective solutions. Ever.
