Scaling? If a character was outright said to be moving much faster than the speed of light during combat and people were still able to see him and react to him while he was moving at these speeds, then that means that person is either > or = to that speed. Now if someone that is much faster than light cant even react to another person speed, then that means the person he cant react to is faster. This is common sense. Goku was fighting and moving his limbs so fast that a much faster than light character saw him as standing still in place when he was actually combating. Do you get it. A character that is much faster than light thought Goku was standing still but he was actually punching and kicking and slapping away attacks. Imagine if Zod and Superman was in the air fighting at super speed but Wonder Woman saw an image of Superman and Zod standing on the ground staring at each other, for a while.
Stop debating on things you have no clue about. Why would you ask me to prove that Dypso is the FTL. Everyone knows this. This thread isnt for you.

That's the issue:
Flash, Barry Allen, must think before acting. And it nearly cost his life, since he must chose one scenario among an infinite numbers. Especially since it is not stated how fast his brain process to chose among an infinite number of possibilities. Only that it is "fast", so the issue is "how fast".
While state of mind like Ultra Instinct enables you to act before thinking. Goku brain is still in process, but on a very short of time that it seems instantaneously.
The point is that Flash can think so fast that he can literally calculate/process infinity... In a single page. IOW, Flash's conscious 'thought' won't be an issue.
There's also the fact that Goku could only use true UI for a very short period of time during the ToP...
At the beginning of ep.129, there were only 2 minutes remaining in the ToP. Goku didn't attain true UI until the very end of ep.129, and couldn't even sustain it for the entirety of ep.130. The ToP officially ended in ep.131.
IOW, Goku could probably only wield true UI for like 20-30 seconds in real time before he experienced that wicked backlash and powered down.
