Edit: To make it bleedingly obvious for you, you rude mongrel, they are consistent in the sense that someone with 2 billion in power level is more powerful than someone with 1.5 billion. I think they're inconsistent as to how much more powerful someone becomes, especially beyond the Frieza saga. Hence why I made the comparison between Frieza and Buu.
