Police need more training.

No, the fact he was arrested and is hopefully convicted is what stops them from acting like that... not rioting like a bunch of animals.

Correct. You can only shoot looters if you're in states like Texas which allow you to kill bitches for stealing your property.

That means the police couldn't shoot them even in Texas.

There's really no way to stop this massive of a loot-feast without just mowing people down (like they did in Chile) or pulling a sneaky like I mentioned in the post you quoted.
