I know pretty much what Killer Frost is capable of. She doesn't need to necessarily go to that extreme to KO Storm. Vice versa, Storm can also do the same to Frost but with lesser degree. KO in whatever means is still KO. Killer Frost is more powerful I believe but what Storm can unleash is not a walk in the park. Her lightning blast is faster than anything Killer Frost can dish out with ice.
Storm can do a bit the same in instantly freezing all surrounding area:

KF would just drain the energy from the lightning.
Killer Frost can only seem to absorb heat sources, more specifically fire based. I know lightning does generate considerable amount heat.
