Cap is a low meta, Parker is a mid-meta. That's not some huge gap, especially when one of them is a supersoldier often described as the human fighting machine and the other is a nerd who never performed well against martial artists.

A sparring in which Cap absolutely dominated both Starfox and Black Knight at the same time.
Starfox got knocked on his ass twice in the same session, despite trying to catch Cap unawares and using his flight and psionic ability.

Imo Ultimate Captain America from the start was basically the most skilled fighter on the planet enhanced to super-human levels. This really narrowed the gap between him and heavy hitters. He was also written by Warren Ellis for a majority of his appearances, which automatically makes him a big badass. That's why he has so much street rep.
Steve Rogers has over 70 years of appearances where he fluctuated from peak-level human to superhuman. But his peak level human was a moving scale. So like, if Batman was in the room, Steve could lift a more, move aster, even though Batman can bench press 1000lbs. This scene with Daredevil best summarizes it:
No vagueness or parity, he was just straight up superior to a top street. Over the last few decades, that peak human has basically been changed to be super-human because of the sliding scale.
Ironically, that power creep is probably why Ultimate Captain America was so super-human. And in some kind of weird cycle, I noticed that the enhanced nature of Ultimate Cap, further entrenched 616 Cap being superhuman. And from what I can tell, 616 Cap is no longer a "peak human" but a "super soldier".
Not to mention 616 Cap hurling a 3x3x1 slab of concrete and rebar into a third story window yards away. Plus throwing his shield hard enough to sever a tanks turret. Going toe to toe with both Wolverine and Black Panther who are both low level meta strength.
I gotta give it to Ult Cap, More powerful, more aggressive, same knowledge.
