In 616 Cap, the Super Soldier Serum enhanced him to Peak Olympic level.
In Ultimate Cap, the Super Soldier Serum enhanced to Superhuman level.
Ultimate Cap can lift at least 10 tons or more when stressed. He would eventually beat 616 Cap in brute strength.
Feats aren't that dependable given the fact that they are the same person and do roughly the same level feats.

616 does have better fighting feats but that doesn't necessarily give him the win. They are both without their shield so their only fighting option is to go up close and that's where strength excels at.

You're acting as if 616 Steve has never beaten the living shit out of physically stronger opponents.
That's... his whole thing, Wing. He relies on his insane skill and takes down powerful metas on a regular basis.
It's not a grappling/wrestling match or slugfest, he doesn't need to rely purely on his strength.
And FYI, 616 Cap has tons of strength feats.

I get that we might assume that they’re close because they’re both Cap. But if we got a crossover tomorrow, I’d expect the comic to reference that 616 Cap has way, way, way more fighting experience than Ult Cap.
The Ultimates are all leaner than their 616 counterparts but also less proven.

Yes I agreed with 616 had better fighting feats. He can target pressure points and weak areas but I'm still convinced his strength and durability will give him the edge eventually.

Going by feats, he is the strongest and toughest of the two.

616 universe is more inconsistent than the Ultimate Universe --- since it's been running for 81 years --- but that's its only disadvantage here.
