Lets not pretend The Washington Post or Guardian are fair and balanced, they absolutely are not. They twist "narratives" all the time, if not by lies, then by omissions.
As far as I can tell from digging into the topic, it's specifically "gender dysphoria" that's the target. A legitimate medical condition.

It's impossible to say, because no details exist on the background of this policy. It's just something that seemed to spring up out of thin air.
That generally isn't how these things work. Policies are usually in response to something that happened.
An example: In a CT town, a Beach Association errected a fence in the middle of a beach, and initiated a "clean beach" fee. The media acted like they were completely unstable psychopaths. A judge ruled they had no right to charge a fee, no erect a fence.
Legally, they were in the wrong. The beach belonged to all.
But as for the reasons they did this.. Essentially, a bunch of kids from surrounding towns used it as a playground for sex, drugs, and booze. And they never cleaned up after themselves. The residents were stuck with the cleanup bill. They got sick of it, and put up the fence and started collecting fees so they didn't need to pay it with tax money.
While I don't agree with what they did, I can still sympathize with why they did it. The papers could have included this information, but with held it to make the beach organization look like unsympathetic assholes.
So I ask again, why did Trump do this terrible thing?

I think one reason is that it plays well politically, one of the lines for the partisan divide has been that the Democrats treat Trans issues similar to Gay issues before it, and want acceptance in institutions for Trans people, choice of bathrooms, officials to respect pronoun choices, and access to healthcare including transition. On the other hand on the Republican side there is a constituency that views Trans people as immoral and would prefer if there are no accommodations for them and generally there is a desire to make Democrats lose in whatever way that is important to them (this often goes by the catchphrase "trigger the libs"😉. So at least to me this seems more of a political decision than one that is important as a policy to Trump. i.e. it is something that political points can be scored with both on his side, and by upsetting his opposition. Trans people and their needs, I believe, have mostly become a play ball between the two parties.

They support the same wars as you Republicans, they dont support Medicare for all same as Republicans, both give tax breaks to the rich, both support the stock market over the working class. Both Obama and Trump have crazy deportation records.
