*All context considered, I interpret that as: GP >> Whis >> Merus ~ MUI Goku = bottom of the barrel UI. And tbh, it makes sense for Merus's UI to be at the bottom of the totem pole, given that he was just a trainee Angel(akin to Toppo being a GoD trainee/candidate.)
And yes, Merus was beating Moro-73 fairly easily once he tapped into his full Angelic power(prior to being eradicated.) However, Moro-73 wasn't fully powered up when he fought Merus -- he did fully power up against MUI Goku, though. That said, I'd argue that MUI Goku raped both the suppressed AND full power 'versions' of Moro-73 far more casually than Merus did... But that's neither here nor there.
At any rate, I personally DO believe that Beerus would stomp a trainee Angel like Merus in a fight. This newly revealed GoD technique seems to be the equal/opposite of MUI... And Beerus has evidently mastered it to a very high level. As I mentioned earlier: I currently have Beerus somewhere in between the level of Whis and Merus -- weaker than the former; stronger than the latter.
