Any telepath who can react before Recoome blitzes them, then. 😛

...But if you are just asking who could beat Recoome physically or w/e, then it's a much shorter list where heralds are concerned.

Because even Vegeta's most powerful/all-out attacks were effectively no-sold by Recoome:

*And that was Freeza saga Vegeta, to boot. Freeza saga Vegeta > Saiyan saga Vegeta = Earth-buster.

a herald isn't soaking all that like recoome did. lets be real here.

who in db do you think would have a shot at lifting mjolnir?

Piccolo

Weakest DBZ character that can take out Dr Flobo?

How Galan is using that character, no DBZ character stands a chance minus Beerus. Galan, can your character survive being erased from existence?

👆 Flash clones are truly the OP strat of OP strats. What about two rounds:

1. With prep
2. No prep

No, a Hakai from Beerus would undoubtedly delete Dr. Flobo. Thing is, that can only happen if Beerus is able to perceive/react to Flobo, AND target him with said attack, BEFORE Dr. Flobo drains all of his speed in the first few attoseconds of the battle... Which probably isn't happening(sans time shenanigans, no one in DB has legitimate attosecond-level+ feats, afaik.)

That said, Toppo had that passive shield of destruction energy around him after he activated GoD-mode. So IF Beerus went in with something like that already up, then Dr. Flobo would erase himself upon physical contact... But the shielding is also really close to the user's body:

...So Flobo could probably still get in range to drain Beerus's KE regardless. /shrug

1.) Their only real option would be using the prep phase to summon the Super Dragon, and wish for it to erase Dr. Flobo and his clone army the instant the battle starts(like Tony's IG wish in Endgame)... Because not even someone like Zeno or a Destroyer can nuke the field before the clones IMP them into a puddle of gook on the floor(or just steal their speed), imho.

2.) Plenty of characters in DB have the power to atomize(or imprison) Dr. Flobo, but as with Beerus, the problem ultimately comes down to speed -- even an unamped Flobo/Wally > DB in that department(forget about an amped Flobo, lol.) That being said, maybe Hit? His powers would be good against a conventional speedster, I'd think. If not him, then you'd probably have to start getting into the truly immortal types, like Zamasu or even Garlic Jr, because Flobo simply cannot harm them... But he can still drain their KE, I suppose, so that's ultimately moot(immortality is irrelevant if you're a permanent statue.) Same thing for a 'gag' character like Arale, even.

So yeah, Hit probably has the best chances against a base Dr. Flobo in a standard battle, I guess. He is basically an even more broken Zoom, with SSB-tier+ power.

Unrestricted Wally-haxx is bad for DB characters, tbh... But it's bad for most characters, tbf.

Can't Flobo just phase through the energy?

he was probably talking about hit's energy, because you can't really vibrate through the dragons energy.

Oh yeah, yeah I was talking about the energy shield.

How can you vibrant through Hakai? It has killed Ghosts and wiped out universes. How?

Come to think of it, Beerus himself stated that he cannot Hakai/kill true immortals:

That said, a Hakai from Beerus would still hurt Dr. Flobo tremendously(like Goku's faux-Hakai did to Zamasu), but it wouldn't perma-kill him. *thx Lobo*

Hence my q?

Well Flash has also vibrated through AM's armor/anti-matter energies, iirc, so vibrating through a Hakai shield might actually be feasible.

Do you think Antimonitor energy could kill Deadman?

His anti-matter energies killed other immortal types in DC, which is beyond a Hakai's ability, per Beerus himself. So if Flash's vibrational attacks allowed him to pass through the former unscathed, they might have a chance at passing through the latter as well.
