I haven't read Surfer since Black, but if he still has the PC, then I don't see why he wouldn't have access to his older feats.

Unless someone can show me that it was warped or changed or something.

Surfer says he still has access to it, he is just intangible now.

He didn't create sun's under his own power. Ego had something to do with it. And probes can most likely survive in a star.

He never really affected Knull. And what durability feats does Knull have?

It says he still has the power cosmic. Unless there's an actual statement about him being weaker or being so different that he can't utilize his powers the same way, the previous feats apply.

Surfer outright says that he is just a ghost of his previous self and incomplete.

That's a pretty big cue that he is not at full power.

That scan is far too vague to draw any real conclusions from.

If you have something that definitely shows a real shift in his power level, then please, post it.

Like what exactly? Surfer has been changed into a new state, states he is a ghost of former self and there's zero proof that he is at full power except assumptions.

What proof is there for Surfer to be at full power?
