DC could have easily created a new character that happened to be Bi, or Trans, it's when they start fiddling with existing characters that fans go apeshit. Happened with Iceman, which is the last one I remember, although being a mutant you sort of expect them to evolve in a lot of different ways so why not sexually too.
Trying to cash in on what's trendy is what all the corporations do though, they're going to go for the people with the money... even if the people that like this change are few in number and the regular comic book buying customers just aren't as interested anymore.

He has citizenship, but they lied to give it to him.
Last I checked, Superman being made an honorary citizen was pre-crisis.
So, unless retconned, with everything being canon now, Superman is technically a citizen, whereas Clark is only one through deception.
