The 40's... So he's had this motto for over 70 years. Plus many of these changes end up becoming an instrumental part of the character. Batman, for example, did not originally have a no kill rule but ow that has become an essential part of the character.
Anyways, I don't really care. Superman has been a more global hero for decades now. Just wish they thought of a better slogan than "Truth, Justice, and a Better Tomorrow" which fails to roll off the tongue in the way "the American Way" does.
