In the many years I've been on KMC, writer interviews/tweets have been twisted/debunked enough times that KMC declared an actual rule that bans them from consideration for debate purposes.
Do I think writers' intentions are inherently worthless? Of course not. I personally value them greatly. But mainstream comics are a business. And even the most powerful comic writers have to dial back/retcon/ignore their own original intentions due to the interference of editorial staff. And the editorial staff have to dial back/retcon/ignore their own plans due to the interference of the mightier WB/Disney corporate beast that owns said intellectual property.
In short, a writer's initial statement doesn't cement what's actually published on the comics page, particularly in an ongoing series that has not yet concluded. Accordingly, discussing writer interviews/tweets just doesn't lend itself to constructive discussion. Because we all know that what ends up being published can be changed by the same writer/editor or even subsequently retconned/ignored outright by a different writer/editor.
In the end, we should discuss the published comics themselves. Hence my analogy towards politician tweets and nasty insult. The latter of which, I now retract and apologize for, for constructive discussion purposes

No offense taken. I get your position and I wouldn't normally accept writers statements when it comes power levels and fights (Ewing said that Devil isn't strong enough to destroy a planet for example), but I think this is relevant since this Hulk personality is clearly not Savage.

That was Bannerless Hulk, not Mindless. Mindless Hulk doesn't speak at all. You should know that as a Hulk fan.
Why is this conversation even happening? We saw Savage Hulk drained twice in Immortal Hulk. The first time he was unable to rejuvenate himself until he had his gamma returned and the second time he had to get bombarded with cosmic rays. His strength didn't come back on its own. The whole idea that Devil Hulk and Savage Hulk's powers work differently makes no sense when you remember that they share the same body. Banner directly says that Devil and Savage are using the same Hulk form and we see multiple switches between the personalities in that form during the run.
