Most women who undergo the procedure of abortion do not simply brush it off as they would a chipped nail or smudged makeup. The decision is still made to end a pregnancy. I'm not disavowing the fact that a fetus is "alive," but there's a distinction between, say, a vegetative state and normality, though in both situations, there is a heartbeat, there is respiration.
However, a policy of "Abstinence and only abstinence" simply will not work. Our hormones get the best of us very often. Hence, we need to educate adolescents. Should they choose to have sex, they should be prepared with the knowledge of measures to take to ensure their health and that they will not have an unwanted pregnancy. It's appropriate, in my judgement, to at least offer such education to adolescents, tell them that although abstinence offers a 100% chance of preventing unwanted pregnancies, should they choose not to be abstinent, there are preventative measures.
If abortion is made illegal, we'll still have women terminating their pregnancies. However, would one prefer a coathanger in a bathtub, or a sterile operating table? An MD or some back-alley quack?
