Explicit can also mean "said plainly" rather than "overtly and disgustingly graphic". That's probably what he meant.

I agree on the fact that talking about 'deviant' (I use that word sarcastically) sexual acts that will not actually add towards the overall, practical point of a program is entirely unnecessary. The point of an explicit sex ed is to instruct students about STD's, safe sex, pregnancy control, so that they will be able to have sex in a safe and healthy manner if they actually choose to do so. Talking about every variation of sex has no definitive point, unless a student privately asks the teacher.

No, no, no, he's going from the terminology standpoint, how we call something a particular way, to take away from the essence of it.
