Which version of Wally? The Wally that runs with Captain Cold, Grodd, Mirror Master, etc right?
Cosmic King Thor was crazy af powerful. We’re talking a combination of the Odin force, (which is now the Thor force, but whatever), and the Power Cosmic set by Galactus himself. There comes a time when there are other powers that trump speed, such as time travel. Darkseid isn’t as fast as Wally but he can still hit him for example.
Power Cosmic users, as well as All Father’s of Asgard have manipulated, or slowed time in the past. The Black Winter victory was huge for this version of Thor.
I think that there may be more to consider than the slow as a statue argument. It may not actually be the case. How well would Wally for example do against the Black Winter that was able to destroy a universe in moments? How well would Cosmic King Thor do against Flashes top rogues?
It wouldn’t surprise me if Wally won, I just think that there may be reasons to support CK Thor winning as well. He had a Shit-ton of power. Unless, the statements about Galactus having been more powerful than anyone can remember was for show? Are any of Flash’s roughest on the level of that particular version of Galactus? Are they Black Winter level?
CK Thor was obviously on a far higher level of power than Wally’s rogues in terms of weights and measurement’s.

Because Thor with the Odin Force controlled time at one point. If you can control time, speed becomes less dangerous. If you read my entire post, I mentioned that I would not be surprised if Wally did win for obvious reasons.
