In my opinions, I think it's like many characters that seem to vary skills in some degrees
For example, Black Adam's skills seem vary in his fights against Batman and against Deathstroke(Dark Crisis)

And even Batman's fights with Deathstroke seem very in skills throughout their many fights

It’s not that powerless Supes is better than Batman hand to hand, it’s not even that he’s better than Owlman, who even Bats has struggled with, it’s just a good feat for him. And totally admissible for discussion, especially when considering he doesn’t have many hand to hand fights against elite fighters while powerless. In general though, when it calls for it, on rare occasion, he’s looked mostly pretty capable.

It would need to be consistent to elevate him. Like when he started railroading super high end threats regularly and people where like that’s just a rare hero overcoming odds they all do it, but then it happened every few months for two and a half decades.

Nobody said it wasn't admissible. But everything you just said (Supes isn't actually more skilled than Batman, or Owlman) shows how disingenuous this question is:

He never implied the Batmen were equal to Bruce. He implied the Batmen were close enough in skill (or just great in skill in general) where beating them is significantly better than tagging Logan.

Lastly, beating someone in a comic doesnt always mean you are better than them. Think about it?

Robin is pretty freaking durable and fast. Withstanding a blast from someone more powerful than all of the imps and then a couple of panels after, walking around like it never happened. 🫡
